In a nutshell , drivers (including pedicabs, bicycles, kuliglig, tractors…) cannot use mobile communications device to write, send or read a text based communication or to make and receive calls and using an electronic equipment or computing device to play games, watch movies, surf the internet, compose messages, read e-books, perform calculations and other similar acts while driving or temporarily stopped at a red light.
The operation of a communication device can be used provided it is hands-free (speakerphones, earphones etc.). Any placement of hands free communication device should not interfere with the line of sight of the driver.
Owners and/ or operators of public utility vehicles, service vehicles (transport services, taxis and the like) and delivery vehicles (trucks, vans …) may also be penalized unless they can provide evidence that she/he has exercised extraordinary diligence is the selection and supervision of drivers in general and the offending driver in particular.
